Local Law 196 - NYC Department of Building (DOB) Requirement

All construction workers working in NYC must have the 40 Hour Site Safety Training (SST) Card and all Construction Supervisors must have the 62 Hour Supervisor Site Safety Training (SST) Card.

Have you heard about Local Law 196? This rule was specially designed by the New York City Council to keep workers safe and prevent accidents at construction sites. By enforcing safety training requirements, they hope to ensure that workers are aware of potential hazards and how to best protect themselves. This law dictates that all construction workers in New York City must complete 40 hours of safety training by September 1, 2020. Additionally, they will need to complete a further 10 hours of training by March 1, 2021. 

Through these training sessions, workers will learn different methods to remain safe while carrying out their duties. This may include techniques for working at heights, how to properly use scaffolds, and how to remain safe while digging. Ultimately, the training aims to educate workers about the best practices for staying safe and lowering the number of accidents that occur on construction sites. The overarching goal of Local Law 196 is to ensure all workers are informed of how to best protect themselves and their colleagues in construction environments.

Requirements for the DOB SST Card Upgrade to the SST Connect

DOB requires all workers to upgrade their SST card to the SST Connect Training Card immediately. Failure to do so may result in removal from site and/or fines for non-compliance. This upgrade is necessary for the Site Safety Training Card to comply with safety regulations. Please complete the process as soon as possible to avoid any interruptions to your work.   • Identify major focus four hazards and describe ways to prevent worker’s exposure.
  • Explain risks associated with unsafe use of scaffolding equipment on construction site.
  • Discuss risks they may be associated with improper use of scaffolding equipment.
  • Explain the principles for at least three protective systems that are used while working in and around excavations.
  • Explain the differences between the 5 classes of fires and discuss the solutions for extinguishing them.

Upon successful course completion students who attend the 30-hour training receive this orange/dark gold color wallet card.
